Ordinary meetings of the Council shall be held at least four times in each academic year.
The dates of ordinary meetings shall be approved by the Council during the preceding academic year.
Should it become necessary to alter the date of an ordinary meeting of the Council members shall be given at least fourteen days written notice.
Notice of each ordinary meeting shall be sent by the Registrar and Secretary to all members of the Council at least seven days before the date of such meeting. Service of notice shall be deemed to have been properly effected on the second day following that on which it shall have been posted.
A special meeting of the Council to be held at such day and hour as may be determined by the President shall be convened at the written request of the President, the Vice-Chancellor and Principal or at least fifteen members of the Council.
At any special meeting the business shall be restricted to that of which notice has been given and such business as is declared by the Chairman to arise directly out of that business.
Sixteen members of the Council shall constitute a quorum. In the absence of a quorum any business transacted shall be advisory and no decisions shall be taken, other than the adjournment of the meeting.
Any member wishing to bring forward business at a meeting of the Council shall give written notice to the Registrar and Secretary not less than ten days before the date of the meeting. Papers other than those circulated to members by the Registrar and Secretary shall not be considered by the Council.
The business of ordinary meetings shall normally be arranged as follows:
Personal matters - votes of condolence, congratulations, etc.
Minutes of the preceding meeting.
Matters arising out of the minutes.
Reports of Selection Committees.
Correspondence.
Matters raised by the Vice-Chancellor and Principal.
Reports of Standing Committees.
Reports of other committees.
Election and appointment of representatives.
Motions by members of which notice has been given not less than ten days before the meeting.
Any other business of which notice has been given.
The order of business may be changed at any meeting by the Chairman.
Student members of the Council shall not be entitled to recieve any papers, or attend or participate in any meeting or part of a meeting concerning busniess of the Council affecting the appointment, promotion or personalaffairs of any individual member of the staff, or the admission, academic assessment or personal affairs of any individual student, or any other business of the Council which it shall in its discretion determine should not be shared with the Student members.
Welsh and English are the official languages of the institution and members of the Council have the right when addressing the Council to speak in either Welsh or English. The notice, agenda and minutes of Council meetings shall be bilingual. The Registrar and Secretary shall arrange for simultaneous translation facilities to be provided at meetings of the Council - Welsh Language Scheme 4.4.
The proceedings of the Council shall not be invalidated by any deficiency in its numbers or by any defect in the appointment or qualifications of its members.
No meeting of the Council shall be invalid by reason only of a failure to give notice of such meeting to any person or body entitled under the Charter and Statutes to receive such notice.
