Ordinance 1

MEMBERS OF THE UNIVERSITY

  1. The members of the University shall be as follows:
    1. the members of Court, Council and Senate;
    2. the Officers and all former holders of those Offices;
    3. the Staff;
    4. the Emeritus Professors;
    5. the Students;
    6. the graduates of the University.
  2. The Council may by resolution grant membership of the University to such other persons or categories of persons as it thinks fit, either for a defined period or indefinitely.

Ordinance 2

THE PRESIDENT

  1. 1. Appointment of the President

    The President shall be appointed by the Council and shall hold office for a period of five years.

    The President may resign by giving notice in writing to the Registrar and Secretary.

    When a vacancy occurs in the office of President, the Council shall appoint a Committee of Selection to consider the appointment.

    The Committee of Selection shall undertake appropriate consultation and make a recommendation to Council.
  2. 2. Eligibility for reappointment

    The President shall be eligible for reappointment for one further term of five years.

    The completion of the maximum permitted period as President shall not make a person ineligible to serve on Council forthwith in another capacity.
  3. 3. The functions of the President

    The President is the non-executive head of the University and shall, in an honorary capacity, perform such functions as may be determined by Council which shall include being:
    • Chair of the Court.
    • Chair of the Council if the Council has not appointed a Chair or if the office of Chair is vacant.
    • An ex-officio member of a number of University Committees.
  4. 4. Removal of the President from Office

    The office of President shall be vacated if the Vice-Presidents, the Treasurer and the Vice-Chancellor shall unanimously certify that in their opinion the President has continuously during the preceding twelve months been unable to perform his or her office or has wholly failed and neglected to perform his or her office.

THE VICE-PRESIDENTS

  1. 1. Appointment of the Vice-Presidents

    A Vice-President shall be appointed by the Council and shall hold office for a period of five years.

    A Vice- President may resign by giving notice in writing to the Registrar and Secretary.

    When a vacancy occurs in the office of Vice-President, the Council shall appoint a Committee of Selection to consider the appointment.

    The Committee of Selection shall undertake appropriate consultation and make a recommendation to Council.
  2. 2. Eligibility for reappointment

    A Vice- President shall be eligible for reappointment for one further term of five years

    The completion of the maximum permitted period as Vice-President shall not make a person ineligible to serve on Council forthwith in another capacity
  3. 3. The functions of Vice-Presidents

    The Vice-Presidents of the University shall, in an honorary capacity, perform such functions as may be determined by Council which shall include:
    • exercising such functions as delegated by the President;
    • all the functions of the President during a vacancy in that office; being an ex-officio member of a number of University Committees.
  4. 4. Removal of the Vice-Presidents from Office

    The office of Vice-President shall be vacated if the President, the other Vice-President, the Treasurer and the Vice-Chancellor shall unanimously certify that in their opinion the Vice-President has continuously during the preceding twelve months been unable to perform his/her office or has wholly failed and neglected to perform his/her office.

THE TREASURER

  1. 1. Appointment of the Treasurer

    The Treasurer shall be appointed by the Council and shall hold office for a period of five years.

    The Treasurer may resign by giving notice in writing to the Registrar and Secretary.

    When a vacancy occurs in the office of Treasurer, the Council shall appoint a Committee of Selection to consider the appointment.

    The Committee of Selection shall undertake appropriate consultation and make a recommendation to Council.
  2. 2. Eligibility for reappointment

    The Treasurer shall be eligible for reappointment for one further term of five years.

    The completion of the maximum permitted period as Treasurer shall not make a person ineligible to serve on Council forthwith in another capacity.
  3. 3. The functions of the Treasurer

    The Treasurer shall, in an honorary capacity, perform such functions as may be determined by Council which shall include:
    • Chairing of the Finance and General Purposes Committee;
    • Ensuring compliance with established procedures in relation to the University's finances and advising the Council accordingly;
    • Presenting the audited statement of accounts to the Council and Court;
    • Being an ex-officio member of a number of University Committees.
  4. 4. Removal of the Treasurer from Office

    The office of Treasurer shall be vacated if the Auditors shall so recommend or if the President, both the Vice-Presidents and the Vice-Chancellor shall unanimously certify that in their opinion the Treasurer has continuously during the preceding twelve months been unable to perform his/her office or has wholly failed and neglected to perform his/her office.

Ordinance 5

THE VICE-CHANCELLOR

  1. Appointment of the Vice-Chancellor

    1.1 In the event of a vacancy or an impending vacancy in the office of Vice-Chancellor, the Council shall appoint a Committee of Selection consisting of the following members:
    1. Members ex officio
      • The President
      • The Treasurer
      • Two Pro Vice-Chancellors
    2. Two lay members appointed by and from the Council.
    3. One member appointed by and from the Senate.
    4. The head of another university institution.
    1.2 The Registrar and Secretary shall act as Secretary of the Committee of Selection. If for any reason the Registrar and Secretary is unable to act as Secretary, the Committee of Selection shall appoint a Secretary from amongst the senior members of the Administrative Staff.

    1.3 The Committee of Selection shall have power to determine its method of operation in the light of circumstances prevailing at the time.

    1.4 The Committee of Selection shall submit to the Council a Report of its recommendations in respect of the appointment of a Vice-Chancellor.

    1.5 The Council shall appoint a Vice-Chancellor on such terms and conditions as it considers appropriate.
  2. Functions of The Vice-Chancellor

    2.1 The Vice-Chancellor shall be the chief academic, administrative and accounting officer of the University with general responsibility to the Council for maintaining and promoting the efficiency and good order of the University.

    2.2 The Vice-Chancellor may nominate a deputy to attend any meeting of any body or committee in his/her place.
  3. 3. Appointment of An Acting Vice-Chancellor

    3.1 In the event of the absence of the Vice-Chancellor for more than 3 months, or a vacancy in the office of Vice-Chancellor, the Council may appoint an acting Vice-Chancellor on the recommendation of a Committee of Selection established for this purpose. The Committee of Selection shall comprise the President, or in his or her absence, one Vice-President, the Treasurer, one further lay member appointed by Council and one member appointed by the Senate.

    3.2 An acting Vice-Chancellor shall act either until such time as the existing post-holder resumes his/her duties, or until a permanent appointment is made, or for such period as may be decided by the Council.

    3.3 The Registrar and Secretary shall act as Secretary of the Committee of Selection. If for any reason the Registrar and Secretary is unable to act as Secretary, the Committee of Selection shall appoint a Secretary from amongst the senior members of the Administrative Staff.

    3.4 If during the appointment process a member of the Committee indicates that he/she would wish to be considered, that member shall be required to resign from the Committee and a replacement shall be appointed.
