Ordinance 6

THE PRO VICE-CHANCELLORS

  1. Appointment of the Pro Vice-Chancellors
    1.1

    The Council shall appoint Pro Vice-Chancellors. The number of Pro Vice-Chancellors shall be determined by Council on the recommendation of the Vice-Chancellor.

    1.2

    The appointment of Pro Vice-Chancellors shall be made by the Council normally on the recommendation of a Selection Committee consisting of the following:

    • The Vice-Chancellor (Chair)
    • Two lay representatives of Council
    • One Senate member
    • Additional Members
              - The Head of an academic or service department, and also in cases of externally advertised positions, a
                 representative of appropriate standing from another Hugher Education Institution.
     
    1.3

    The Selection Committee shall conduct its business in accordance with agreed procedures.

    1.4

    The initial term of office of Pro Vice-Chancellors shall normally be five years (the first year being probationary).

    1.5

    The Council may invite a Pro Vice-Chancellor, on completion of his/her initial term, to remain in office for a further term of five years or such other period as Council may determine.

    1.6

    The term of office shall normally commence on 1 September.

    1.7

    The Council shall appoint Pro Vice-Chancellors on such terms and conditions as it considers appropriate.

  2. Functions of Pro Vice-Chancellors
    2.1
    The Pro Vice-Chancellors shall perform such functions of the Vice-Chancellor as shall be delegated to them by the Vice-Chancellor.
  3. Removal of Pro Vice-Chancellors
    3.1

    The office of Pro Vice-Chancellor shall be vacated if the Vice-Presidents, the Treasurer and the Vice-Chancellor shall unanimously certify that in their opinion the Pro Vice- Chancellor has continuously during the preceding twelve months been unable to perform his or her office as Pro Vice-Chancellor or has wholly failed and neglected to perform his or her office.

Ordinance 7

APPOINTMENT OF THE REGISTRAR AND SECRETARY

 

  1. In the event of a vacancy or an impending vacancy in the office of Registrar and Secretary, the Council shall appoint a Committee of Selection consisting of the following members:
    1. Members
      • ex officio
      • The President
      • The Vice-Chancellor
      • Two Pro Vice-Chancellors
    2. Two lay members appointed by and from the Council.
    3. One external member appointed by and from the Senate.
    4. A senior administrator from another university institution.
  2. The Committee of Selection shall have power to determine its method of operation in the light of circumstances prevailing at the time.

  3. The Vice-Chancellor shall appoint a member of the academic or administrative staff to act as Secretary to the Committee of Selection.

  4. The Committee of Selection shall submit to the Council a report of its recommendations in respect of the appointment of a Registrar and Secretary.

Ordinance 8

THE COURT

  1. The Court shall consist of the following persons:
    1. Ex-Officio Members

      .1   The President.
      .2   The Vice-Presidents.
      .3   The Treasurer.
      .4   The Vice-Chancellor.
      .5   The Deputy and Pro Vice-Chancellors.
      .6   Her Majesty's Lord-Lieutenant of and in the County of Dyfed or designated representative.
      .7   The Members of the Commons House of Parliament representing constituencies in the county of Ceredigion and the area of Meirionnydd in the County of Gwynedd.
      .8   The Members of the National Assembly for Wales representing constituencies in the county of Ceredigion and the area of Meirionnydd in the County of Gwynedd.
      .9   The Members of the National Assembly for Wales representing the region of Mid and West Wales.
      .10 The Members of the European Parliament representing Wales.
      .11 The Chancellor and Pro-Chancellor of the University of Wales.
      .12 The Warden of the Guild of Graduates of the University of Wales.
      .13 The President and Librarian of the National Library of Wales.
      .14 The President and Director of the National Museums and Galleries of Wales.
      .15 The Keeper of the Museum of Welsh Life.
      .16 The Secretary General of the University of Wales.
      .17 The Vice-Chancellors or their equivalent of Higher Education Institutions in Wales and Principals or equivalent of such colleges and institutes of higher and further education as shall be prescribed in Standing Orders.
      .18 The Chief Officers with responsibility for education in each of the following County Councils: Carmarthen, Ceredigion, Pembroke, Powys and Gwynedd.
      .19 The Chairman of Ceredigion County Council.
      .20 The Leader of Ceredigion County Council.
      .21 The Chief Executive of Ceredigion County Council.
      .22 The members of the Council.
      .23 The members of the Senate.
      .24 The persons who shall have held the office of President, Vice-President or Treasurer for the full term originally appointed.
      .25 The Emeritus Professors.

    2. Nominated Members

      Four persons nominated by the Secretary of State for Wales.

    3. Representative Members

      .1   Two persons to be appointed by and from Members of the Commons House of Parliament representing constituencies in Wales, as may be prescribed by the Ordinances.
      .2   Two persons to be appointed by and from Members of the National Assembly for Wales, as may be prescribed by the Ordinances.
      .3   One person to be appointed by each of the Local Education Authorities of the counties of Carmarthen, Ceredigion, Pembrokeshire, Powys and Gwynedd.
      .4   Two persons to be appointed to represent the Local Education Authorities in Wales, as may be prescribed by the Ordinances.
      .5   Two persons to be appointed to represent the Chief Officers with responsibility for Education in the Local Education Authorities in Wales, as may be prescribed by the Ordinances.
      .6   Two persons to be appointed by the Aberystwyth Town Council.
      .7   Two persons to be appointed by the Welsh Joint Education Committee.
      .8   Such number of persons to be appointed by and from the teaching profession, not exceeding twenty in all, to be appointed in such manner and generally as may be prescribed by the Ordinances.
      .9   Ten persons to be appointed by and from the Old Students' Association.
      .10 Two persons appointed by the University of Wales.
      .11 One person appointed by each of such other cultural, educational, professional or learned bodies, not exceeding twenty in all, as may be prescribed by Standing Orders.
      .12 One person appointed by each of such industrial, commercial or agricultural bodies, not exceeding twelve in all, as may be prescribed from time to time by Standing Orders.
      .13 Two persons appointed by the Wales Trades Union Council.
      .14 One person appointed by each of the recognised Trade Unions in the institution, as may be prescribed by Standing Orders.

  2. Period of office as member of Court.

The periods during which members of the Court respectively shall hold office shall be as follows:

  1. Ex-officio Members shall hold office so long as they continue to occupy the positions by virtue of which they became members.
  2. Nominated Members shall hold office for such period as the Secretary of State for Wales may determine.
  3. Representative Members shall hold office for a period of three or four years or such shorter period as may in any case be prescribed by Ordinance in order to secure rotation.
