Enabling objectives:
After studying this module you should be able to:

list the different institutions which comprise the European Community administrative system and explain the functions and authorities of each of them;

describe the different types of legislation which the European Community can produce and explain the implications

of each for implementation within the Member States;

describe the structure of the European Community Directive on Environmental Assessment;

describe and understand the obligations placed on the Member States by the EIA Directive so that you could decide yourself whether implementation was complete with reference to a particular procedure within a Member State;

explain how closely a Member State needs to adhere to a Directive in implementing it so as not to be in breach of

European Community law;

describe how each of the Member States has implemented the EC Directive, where they have failed to implement it fully, and

why have they implemented it in the way they have.

describe how the provinces have implemented EIA law where they have failed to implement it fully, and why have they have implemented it in the way they have.
Terminal objective :

To understand how EIA works in Japan, and to appreciate the manner in which the law has to be implemented within provinces.
