describe what is meant by the term `sustainable development?;

describe what strategic environmental assessment is, and how it differs from project EIA;

explain how to carry out a strategic environmental assessment;

discuss how strategic environmental assessment can be used as a tool for achieving sustainable development;

discuss the effectiveness of strategic environmental assessment based on case study examples.

describe Local Agenda 21 and how it works in practice.
Terminal objective :
To learn how EIA can be extended to deal with more strategic issues that are currently beyond the remit of project EIA and, in particular, to consider its value as a means of achieving sustainable development.
