1.0 GENERAL1.1 The University's Traffic and Parking Regulations apply to staff, students and members of the public who use motor vehicles on the University's estate, other than those exceptions noted herein. 1.2 Persons using or parking a motor vehicle on University property: a. do so entirely at their own risk, whether to themselves, their passengers, the vehicle or its contents; b. shall observe all the provisions of the law relating to the use of a vehicle on public roads, and the further requirements of these regulations; c. must comply with the site speed limit (20 mph), those signs regulating vehicle use and parking, and any direction given by Security Staff. 1.3 The following are strictly prohibited on University property; a. driving or parking on footpaths, verges or grassed areas; b. unauthorised parking in reserved spaces c. the parking and use of caravans, camper vans or similar for overnight accommodation; d. parking in emergency vehicle access areas; e. roadside parking; other than in designated parking areas which are marked accordingly; f. major repair or maintenance of vehicles; g. learner drivers. 1.4 The nature of the University campuses and the volume of pedestrian traffic on them create a difficult environment for motor vehicles. Although every effort is made to separate pedestrians and motor vehicles it remains incumbent upon drivers to be alert to pedestrian movements and to drive accordingly. In general pedestrians are to be given priority over vehicular traffic. 2.0 CAR PARKING2.1 Motor vehicles parked in a designated parking area must display a valid parking permit. Designated parking areas are indicated on the attached plan. Sites, such as Farms and Playing Fields, not listed on the plan of designated parking areas do not require a permit to park. 2.2 Parking permits restrict parking to specific designated parking areas. These restrictions must be observed during the core hours of 8.00am to 6.00pm, Monday to Friday. Outside core hours permit holders may use any designated parking area that is available other than those designated as Restricted. 2.3 Any member of staff or student wishing to park a vehicle in a designated parking area must first register the vehicle and obtain a parking permit (see Section 3). Departmental owned or hired vehicles must also be registered. 2.4 Parking permits are colour coded according to areas where authorised parking is permitted:- a. Restricted - a green permit is valid for all car parks; b. Central a magenta permit is valid for Inner, Outer and Hall car parks; c. Halls a organge permit is valid for a specified Hall car park only; d. Disabled a gold permit issued to registered disabled drivers enabling parking in all car parks; e. Frongoch a red permit is valid for Frongoch parking only; f. Specified a silver permit issued to Aberystwyth University affiliated persons or groups. g. Vacation Visitors Permit A bespoke permit issued by RHS Conference Office staff under the direction of Site Security. 2.5 Parking permits must be displayed in a prominent position inside the front windscreen of a motorcar or on an easily visible point of a motorcycle. 2.6 In the interest of site security permit holders are required to notify Security Staff of vehicles which are to be left overnight in Central car parks. 2.7 The irregular pattern of use of car parking by users enables the number of permits issued to exceed the number of spaces available. To take full advantage of this situation, reserved space and restricted parking areas will be limited to those circumstances where there is a justifiable requirement such as: a. departmental vehicle loading point; b. disabled driver; c. taxi set down point; d. too few spaces for diversity of use to operate 3.0 REGISTRATION OF MOTOR VEHICLES3.1 Application forms to register a motor vehicle in order to obtain a parking permit are available from Security Staff and should be completed and returned with the appropriate fee as indicated on the form. 3.2 An application for a parking permit, which is valid from the start of the academic session in September to the following 30 September, can be made at anytime after 1 September. A permit issued after the start of the session (see para. 5.2) will still expire on the following 30 September. 3.3 Students may send their applications by post. The processing of Student applications will not commence until after "student registration". 3.4 Departments may; in order to facilitate members of staff engaged on departmental business utilising their private motor vehicle to visit a site requiring a parking permit; purchase an appropriate permit and issue it on a temporary or permanent basis. 3.5 Staff who have the use of more than one vehicle may obtain additional permits at no extra cost on the basis that only one vehicle will be parked on the University's estate at any time. 3.6 A parking permit holder disposing of their vehicle should immediately surrender their permit to Security Staff who will either issue a new permit for a replacement vehicle or a refund if appropriate. 3.7 Parking spaces are limited in number and the issue of permits has to be controlled to ensure that supply and demand are kept broadly in balance. Where the demand exceeds supply some form of prioritising is necessary and in this regard the assistance of Heads of Department and Halls Managers will be sought. Although applications may be made at any time, those made after the start of the session may be difficult to fulfil. 4.0 VISITORS4.1 All casual visitors; including staff and students not previously issued with a valid parking permit; are required to utilise the specific visitor car parking areas provided, for example the Pay & Display car park, which may be subject to a charge. 4.2 Occasional visitors to departments may be sent; in advance a visitors' Day Parking Permit. This will allow such visitors to park in a car park more convenient for their destination. Day Parking Permits are available upon request from Site Security at no cost. Alternatively departments can in advance request that Site Security prepare and issue a Day Parking Permit to occasional visitors when they report to Penglais Campus Reception on arrival. 4.3 For delegates attending prearranged conferences, seminars, or other special events organising departments should liaise with Security Staff well in advance. Special parking arrangements can then be considered and agreed in order to ensure that the resultant impact on the University's normal routine activity is mitigated. 4.4 Contractors and other externally engaged employees are to be treated as occasional visitors (See para 4.2) 5.0 REGISTRATION FEES5.1 The scale of fees for parking permits is determined by the University Council and reviewed annually. The following concessions are made: a. Motorcycles - 50% reduction b. Occasional visitors free of charge. (See para 4.2 & para 4.5) 5.2 Two permits issued for a part year will be charged pro rata plus an administration charge or the full rate, whichever is less. Staff may choose to pay by monthly salary deduction. 5.3 Permits which are no longer required may be returned at any time and will be refunded pro rata, less an administration charge. 6.0 PENALTIES6.1 Any vehicle parked in breach of these regulations may be immobilised and subject to a release fee. 6.2 Any vehicle judged to be un-roadworthy or abandoned on University property will be required to be removed. If the vehicle owner has not removed the vehicle within 30 days of being given written notice, the University will arrange for the collection and disposal of the vehicle at its discretion and recover any expense incurred. Neither the University nor its officers shall be responsible for any damage caused to a vehicle under such circumstances. 6.3 A system of issuing appropriate Warning Notices is practiced by Security Staff in order to warn users of violations. Users of motor vehicles who persistently fail to comply with these regulations or behave in a manner which is dangerous or inconsiderate to other campus users may have their parking permits withdrawn and/or have their vehicles immobilised. 7.0 ENFORCEMENT & APPEALS7.1 Site Security is charged with the implementation and enforcement of the University's Traffic and Parking Regulations and as such members of staff are registered with the Security Industry Authority in accordance with the Private Security Industry Act 2001. 7.2 The regulations in respect of the clamping and removal of vehicles on the University's estate will be enforced in accordance with the spirit of the Code of Practice issued by the British Parking Association for the Clamping and Removal of Vehicles on Private Land and in Private Car Parks Accessible to the Public.
