McInnes’ research enabled him to have a major impact on international public policy by developing the World Health Organisation’s framework for improving civilian health and military collaboration in disease outbreaks.

Disease outbreaks threaten national and global well-being, including economic development and security, but analysis by the WHO suggested that many states lack the capacity to deal with such outbreaks.

However, militaries often possess resources which can be used to improve responses to outbreaks.

In 2017, the WHO was tasked to develop a framework to facilitate civilian health and military collaboration in health emergencies.

In 2018, McInnes was approached by the WHO to help in developing this.

McInnes produced the initial draft which was discussed in a Technical Consultation in December 2018, and re-drafted in 2019, and adopted in 2021.
