No, if you have commenced a procurement the thresholds on that date apply, even if it was the 31st December. The ‘relevant date’ for the regulations is when you sent the call for competition (contract notice/PIN) to OJEU.

When valuing a contract you must make a bona fide assessment of the value of a contract or a framework agreement. If you were found to have manipulated the outcome there could be legal implications.
Are there different thresholds where a PIN notice is used as a call for competition?
No, the valuation relates to the contract advertised. Where several contracts are referred to in the PIN each must be valued separately.
